The outer shell of a kernel of wheat is the bran which is mostly protein. The inner germ inside is the most nutritious heart of the kernel that produces a new plant. Because of that, the germ is starchy and fattier.
Though you can use either, the germ has several strikes against it:
1. It is more expensive per pound.
2. Starch will harbor molds and bacteria more readily than bran alone. You'll need to be a bit more careful: keep the bedding depth shallow to allow moisture and heat to escape
3. Bran is crepe paper thin; baby mealworms can easily chew bites. Be sure to purchase a very finely milled wheat germ with hatchlings.
