Yes, baby chameleons will eat hydei fruit flies.
Young chameleons can be fed insects that are as long as your chameleon's head is wide. They should also be fed once to twice a day (twice is preferred) so they have constant access to live food.
For most 2-month-olds 1/2" insects are appropriate, but please check the width of your's head first to be sure.

Spikes - Fly Larvae Bluebottle flies for juvenile chams
Waxworms readily turn into a moth at room temps
