Yes, they are not food for people or animals.
In Southern California, we have jumping beans available readily being so close to the border. It's something we have fun with as kids. We realize that a lot of the country doesn't get the opportunity to experience them, so we buy them in bulk to sell to the children (and curious adults!) to the rest of the country.
