We only charge sales tax on our orders being shipped to customers in California, and if they do not hold a resale license. We use a tool from a company called Alavara to calculate sales tax.
When your order is still in your cart, Alavara doesn't see a shipping address and _assumes_ you are a taxable customer.
Once you have entered your shipping address the tax is removed.
